How it works

Evidence becomes action through a governed six-step loop.

PAS95 keeps the full path from source evidence to measured outcome attached to one decision. Every material move remains under named human control.

The loop

From conflicting evidence to a measured result

  1. 01

    Reconcile the evidence

Authorised exports from the systems already in use are checked against one another. Definitions, timing differences, duplicates, and missing links are made visible, and every figure retains its source.

  2. 02

    Judge the confidence

PAS95 states how much of the decision the evidence supports. Figures are labelled as directly observed, experiment-calibrated, modelled, or unverified proxy.

  3. 03

    Recommend one action

The evidence is converted into one proposed move with a defined scope, accountable owner, decision window, limits, and baseline for measurement.

  4. 04

    Hold for human approval

A named person reviews the evidence and recommendation. Approval, rejection, or override is recorded with the reasoning. Nothing material proceeds silently.

  5. 05

    Act within approved limits

Today, the approved action is handed to an accountable owner and tracked inside the agreed scope. Anything outside those limits stops for further approval.

  6. 06

    Measure the outcome

The result is compared with the baseline agreed before approval and written back to the same record, so the next decision begins with what actually happened.

Inputs and output

What enters and what comes back

  • Input: specifically authorised exports and the business context needed for one decision.
  • Output: reconciled evidence with sources, coverage and gaps, one recommendation, the approval record, permitted-action ownership, and the measurement plan.
  • Result: a closed decision record that can be reviewed without reconstructing the reasoning from separate dashboards, messages, and spreadsheets.
Current boundary

Governance is current; broader automation must be earned

Current workflows use authorised exports, named approval, and owner-coordinated permitted work. PAS95 does not make payments, move money, or hold production credentials.

Direct execution of repeatable operational steps is a later capability. It can expand only after the same step has repeated under human approval and can be constrained by customer-defined limits. Human accountability remains part of the design.
